Contractual Definitions

Includes information from the following documents: Rental Agreement, Rental Terms and Conditions, Delivery - Handover Form, and all specifications in the Annexes to the Contract.

Refers to the vehicle offered for rent along with all its accessories.

The present conditions are mandatory and must be respected to rent a vehicle from AllCarsRental Romania by both Romanian and foreign individuals/legal entities.
The rates include VAT.

Terms and Conditions

  • 1.1. To transmit to the Client the right of use of the vehicle that is the subject of the Contract by: delivering the vehicle, completing and signing the handover sheet, handing over the keys and the vehicle documents (registration certificate, RCA insurance policy) in original.
  • 1.2. To provide roadside assistance to the Client, within Romania, throughout the contract period, 24/7 in case of accident or mechanical breakdown. AllCarsRental Romania is not responsible for repairing a flat tire.
  • 1.3. To replace the vehicle (subject to availability) in case of a breakdown that cannot be repaired on-site, if the damage is not caused by the Client, within 24 hours depending on the location of the defect. If the damage is caused by the Client, a new guarantee will be requested for the delivery of a new vehicle.
  • 1.4. If AllCarsRental Romania is unable to replace the vehicle, the Client will be refunded the part of the rental cost proportional to the duration in which the vehicle could not be used.
  • 1.5. AllCarsRental Romania is not responsible for losses incurred by the Client in case of vehicle breakdown or damage, except for costs authorized by AllCarsRental Romania for repairs.
  • 1.6. From the moment the vehicle is delivered until it is returned to possession, AllCarsRental Romania is exempt from liability for damages caused in traffic by the rented vehicle, as well as road or bridge taxes or fines resulting from improper parking, violation of traffic laws, or Romanian laws.
  • 1.7. By issuing the deposit completion and cancellation receipts, AllCarsRental Romania is relieved from the unavailability of the funds in the Client's account and recommends contacting and presenting the receipts to the bank from which the Client holds the card.

  • Note: In the case of a reservation made by phone, email, or through partners, AllCarsRental Romania may cancel the reservation without owing anything to the Client or intermediary if the final Client does not meet the minimum rental requirements specified in the contract and published on the AllCarsRental Romania website.
  • 2.1. To be the holder of a valid national and/or international driver's license (an international license is mandatory for documents issued in countries with a writing system different from the Latin alphabet and for those obtained through right-hand drive, e.g., UK, India, Australia, Japan). When signing the Contract, the original driver's license, identity card, and credit card must be presented. The use of a credit card is mandatory for blocking the deposit. Pre-paid cards or Diners Club cards are not accepted. Fintech cards (Revolut, Monese, N26, etc.) can be used for payment, but not for blocking the guarantee.
  • 2.2. For young drivers with 0-1 years of experience and senior drivers over 70 years of age, an additional fee of 15 euros/day will be charged, and the damage deposit will range between 1200-3000 euros, depending on the class of the rented car. The guarantee cannot be reduced by paying SCDW or SCDW+, and AllCarsRental Romania reserves the right to rent only certain car classes.
  • 2.3. In case of confirmed reservations, AllCarsRental Romania reserves the right to cancel them if the Client delays the vehicle pick-up by more than 3 hours from the agreed time without prior notification.
  • 2.4. To allow only persons authorized by AllCarsRental Romania and listed in the Contract to drive the vehicle or its representatives.
  • 2.5. The fee for additional drivers will be 15 €/user. By registering them in the Contract, the Client acknowledges that these drivers must meet AllCarsRental Romania's rental conditions.
  • 2.6. To not drive the vehicle off paved surfaces, on unpaved, unsurfaced roads, or closed to public traffic. Otherwise, AllCarsRental Romania will charge the repair cost, regardless of the guarantee type chosen by the Client (including the SCDW/SCDW+ fee), from the guarantee or will charge the Client's debit/credit card presented at contract signing, with prior notification.
  • 2.7. To not make or allow technical or aesthetic interventions on the vehicle without AllCarsRental Romania's written consent.
  • 2.8. To notify AllCarsRental Romania, upon its request, of the vehicle's location and allow AllCarsRental Romania representatives to inspect the vehicle within 24 hours of the request.
  • 2.9. To not use the vehicle for taxi services, ridesharing (e.g., Uber, Bolt, Bla Bla Car, etc.), driving schools, pushing or towing activities, races, training, competitions, transporting dangerous substances, or illegal activities that could damage the vehicle, nor to give it any other destination than for renting passengers. If the rented vehicle is seized or destroyed by authorities or the Client due to its use for obtaining undue benefits from transporting forbidden objects or substances, the Client is liable for the full value of the vehicle.
  • 2.10. Pets (e.g., dogs, cats) may be transported in AllCarsRental Romania vehicles only in special, closed containers (cages, bags) during the trip. Otherwise, the conditions mentioned in point 3.10 will apply.
  • 2.11. For failure to comply with the Client's obligations specified in Chapter 2 (except for point 2.1, in which case AllCarsRental Romania has the right to unilaterally cancel the reservation without refunding the prepayment), the entire deposit will be retained (including in the case of SCDW fees).
  • 2.12. The Client must maintain the vehicle in proper working condition throughout the rental period and return the vehicle in the same condition as it was received. In case of any damage caused to the vehicle during the contract period (including damage caused by hitting animals or damage with an unknown driver), the Client must bear the full repair costs to restore the vehicle to its condition at the time of pickup, within the blocked guarantee limit, provided the procedures mentioned in point 7 are followed. If the damage procedure is not followed, as stated in point 7, the Client is responsible for the entire value of the repairs, immobilization costs, and costs generated by the vehicle's unavailability.

  • 3.1. The delivery and return of the vehicle will be made at the location, date, and time agreed upon by the Client and AllCarsRental Romania and mentioned in the reservation form and Contract.
  • 3.2. Handover and return of the car outside business hours (Mon-Fri 09:00 - 18:00) can be done upon client's request. In this case, an additional fee of €10 per handover/return will be charged.
  • 3.2.1. Damage or destruction of rims or tires entails the obligation of the Client to pay a service fee of €50 and the cost of repairing or replacing the damaged/destroyed item.
  • 3.2.2. Damage to the underside of the vehicle, representing the elements under the car (skid plate, oil pan, exhaust, muffler, etc.) entails the Client's obligation to pay a service fee of €50 and the cost of repair or replacement of the damaged/destroyed part.
  • 3.3. Returning the vehicle to a different location than where it was delivered is only allowed with AllCarsRental Romania's agreement, and a relocation fee between €30 and €250 will be charged. If the Client requests to return the vehicle at a different location after picking up the car, they must inform AllCarsRental Romania in writing or by calling the 24/7 support number 0721 44 22 66. AllCarsRental Romania must approve this contractual change, and the Client will pay the previously mentioned relocation fee, which will be communicated in writing by SMS or email. The fee will be collected from the deposit, in cash or via the credit/debit card presented by the Client at the time of signing the rental contract.
  • 3.4. If the Client returns the car to an agency other than the one initially agreed upon in the contract, without notifying the change of return location, a surcharge of €250 will be applied.
  • 3.5. For returning the vehicle past the contractually agreed time, a fee of €10/hour will be charged, as agreed in the contract. If the Client delays returning the vehicle without the approval of AllCarsRental Romania, the company has the right to repossess it at the Client's expense and risk.
  • 3.6. Return is considered complete when the return form is signed by both AllCarsRental Romania and the Client.
  • 3.7. For vehicles returned outside business hours (weekends and/or nighttime) or under weather conditions that prevent inspection, the Client's responsibility for any damages and the release of the deposit is extended by 24 hours from the actual return. This condition also applies if the car is returned dirty and must be washed before inspection can take place.
  • 3.8. Abandoning the vehicle without notifying AllCarsRental Romania in writing or via the 24/7 support phone number 0721442266, without handing over the key to an AllCarsRental Romania representative, and without jointly signing the return form, makes the Client liable for all costs related to relocating the car to the agency from which it was rented, and any other costs needed to restore the car to its original state if it is retrieved in conditions other than those documented in the return report. The same conditions apply if the client refuses to return the car.
  • 3.9. The Client must return the vehicle with the same amount of fuel it had at the start of the rental period (as stated in the delivery-receipt form). Otherwise, following written notification from AllCarsRental Romania, the Client agrees to pay a refueling fee of €20 and the cost of the missing fuel according to the fuel receipt. No credit will be issued for fuel exceeding the original amount provided by AllCarsRental Romania.
  • 3.10. Upon delivery, the vehicle’s cleanliness, both inside and outside, will be noted, and the Client will sign a report containing these details. If upon return, the car requires more than the standard cleaning procedure to restore it to its previous condition, the Client agrees to pay an administrative fee of €50 plus the cost of the car wash services, based on an invoice sent via email.
  • 3.11. Parking fees at handover/return in a location other than that proposed by AllCarsRental Romania, as well as parking fees during the entire rental period, are entirely the Client's responsibility. The Client will also bear all taxes imposed by current legislation, both in Romania and abroad, such as road tolls, bridge tolls, airport parking fees, or limited-time space charges, and fines resulting from traffic violations. If these are unpaid, AllCarsRental Romania will pay them and invoice the Client the actual value of the fine plus a €50 administration fee per fine.
  • 3.12. If the Client fills the vehicle with fuel other than that specified by the manufacturer (as stated in the registration and delivery form), the Client will be required to pay a €50 service fee, towing costs, immobilization costs during service time, repair costs as per the repair estimate, and proper refueling (including Clients who opted for SCDW/SCDW+).
  • 3.13. Rentals outside Romania require written approval from AllCarsRental Romania and are subject to special conditions: there is a 400 km/day mileage limit (inside and outside Romania), and exceeding this limit incurs a fee of €0.09/km. A €50 fee will be charged for obtaining the necessary border-crossing documents.
  • 3.14. The security deposit for leaving the country is between €1200 and €5000 and cannot be reduced through the SCDW+ payment.
  • 3.15. The return location of the vehicle must be chosen at the time of booking. The Client agrees to return the vehicle at the return point agreed upon in the contract. The return location may be changed only with the express written consent of AllCarsRental Romania.

4.1. The vehicle has mandatory RCA insurance, as required by law. RCA is a third-party liability insurance that compensates third parties for material damage and/or death or bodily injury suffered in an accident caused by the insured driver.
4.2. At the time of signing the Contract, the Client may choose one of the following guarantees and reduction fees: Collision Damage Waiver (CDW), Theft Protection (TP), included in the rate, which can be supplemented by Super Collision Damage Waiver (SCDW) or Super Cover Plus (SCDW+).
4.2.1. Collision Damage Waiver (CDW) is a damage franchise (liability), also known as a Damage Guarantee (specified in the Public Rates), which may vary between €600 and €3000 depending on the vehicle class stated in the signed Contract. The mandatory deposit is made upon signing the Contract, partially or fully, and will be blocked by AllCarsRental Romania on a credit card. The guarantee will be returned to the Client upon returning the vehicle (except in cases specified in 4.3).
4.2.2. Theft protection (TP) provides protection against theft or attempted theft of the rented vehicle, limited to the guarantee for the class established in the rental contract. It does not cover the driver’s personal belongings, which may be insured through travel policies.
4.2.3. SCDW reduces the Client’s liability to €150, €200, or €300, depending on the car class.
4.2.4. Super Cover Plus (SCDW+) is a higher-tier reduction fee that completely eliminates the Client’s liability in the event of an accident and/or theft, with exceptions listed in Chapter 5 of this Contract.
4.3. If CDW/SCDW is chosen, the Damage Guarantee (franchise) will be charged by AllCarsRental Romania in the following cases:
- damage (accidents) to the rented vehicle found by Police authorities to be the Client’s fault or caused by unknown parties (including cases where the car is found damaged or vandalized in a parking lot);
- theft of the rented vehicle;
- and in any other exclusions from the insurance policies or the damage chart, part of the terms and conditions.

Regardless of the reduction fee paid by the Client, they are responsible and liable for repair and payment of collateral damages in the following situations:
- Breach of obligations from Chapter 2;
- Missing fuel, consisting of €20 refueling fee + fuel receipt amount (art. 3.9);
- Loss or damage to car documents, keys, or accessories (art. 3.18);
- Interior damage: excessive dirt, stained or damaged seats (art. 3.10);
- Damage to the underside of the vehicle, such as skid plate, muffler, oil pan, etc. (art. 3.2.2);
- Incorrect fueling of the vehicle (art. 3.12);
- Damage to rims or tires (art. 3.2.1);
- Partial or total damage caused by smoking in the car or near flammable environments (art. 3.20).

6.1. The Client shall pay in full, upon signing the Contract, the rental fee (for the vehicle and any selected options), the reduced deposit fee (if chosen), and any additional charges established through the handover protocol.
6.2. Invoicing in RON is done at the BNR selling exchange rate on the day the Contract is signed.
6.3. The rental payment may be made by credit card, debit card (Visa, MasterCard or American Express), or in cash. Prepaid cards and Diners Club are not accepted. Fintech cards (Revolut, Monese, N26, etc.) can be used for service payments but not for the deposit block.
6.4. Rates do not include: fuel costs, road taxes except the Romanian road vignette which is included in the rental price, fines for violating traffic rules or national laws, or costs resulting from Local Authority actions regarding the Vehicle covered by this Contract during the rental period. The full payment of these amounts is the Client’s responsibility.
6.5. The Client must settle all remaining financial obligations under the Contract at the time of returning the vehicle, based on the payment document issued by AllCarsRental Romania.
6.6. Any unpaid amount by the Client to AllCarsRental Romania at the end of the Contract, as well as amounts arising afterward (extension fees, fines, penalties, taxes, etc.) or repair costs resulting from damages during the contractual period according to art. 2.11, may be collected by AllCarsRental Romania from the Client’s credit card, with prior written notice. Any amount collected in the absence of the Client, with their agreement through signing these terms, will be finalized by AllCarsRental Romania sending an email containing the corresponding receipts.
6.7. In case of delayed payment past the term stipulated in the Contract, AllCarsRental Romania is entitled to charge penalties of 1% per day of delay, calculated from the owed amount.
6.8. In case of early vehicle return, the Client will be refunded the prepaid service value, recalculated based on the modified daily rate. The refund can be issued in cash or via a voucher usable within the AllCarsRental Romania network, valid for 12 months.
6.8.1. The voucher can be used to reduce the value of a future rental. To use it, the client must mention via phone or email that they hold such a voucher and present it at the counter (physically or electronically) when picking up the vehicle.
The voucher can be used at any AllCarsRental Romania agency in Romania and can be combined with other valid offers. It can also be given as a gift.
6.9. The deposit stipulated in art. 4 will be refunded at the end of the contractual period, within a maximum of 30 days from the date the return form is signed by both AllCarsRental Romania and the Client. AllCarsRental Romania is not responsible for delays in refunding the deposit caused by external factors such as banking delays, strikes, or blocked Client accounts, etc.

7.1. The Client is obligated to immediately inform AllCarsRental Romania of any new damage discovered to the rented vehicle.
7.2. If the damage was caused by an unknown party, the Client must obtain, before returning the vehicle, a Repair Authorization from the Police Authorities.
7.3. If the accident was the Client’s fault and involved two vehicles, the Client has the following obligations:
7.3.1. Complete the amicable accident report form if both drivers acknowledge fault;
7.3.2. Obtain a Police Report and Repair Authorization if the two drivers do not reach an amicable agreement.
7.4. If the accident was not the Client’s fault and involved two vehicles, the Client has the following obligations:
7.4.1. Complete the amicable accident report if both drivers acknowledge fault, and provide: a copy of the guilty party’s RCA, vehicle registration certificate, ID card, and driver’s license;
7.4.2. If the two drivers do not reach an amicable agreement, the following are required: guilty party's RCA copy, Police Report, and Repair Authorization from the Police.
7.5. If more than two vehicles are involved or bodily injuries occurred, the Client must contact the Police Authorities to obtain a Police Report and Repair Authorization.
7.6. If the accident involved hitting an animal, the Client must notify the Police Authorities immediately after the accident.
7.7. In all the above cases, the Client is responsible for ensuring the correct completion of the Amicable Accident Report, Repair Authorization, and Police Report.
7.8. If the damage procedure is not followed, the Client is liable for the full cost of repairs, immobilization, and loss of vehicle usage.
7.9. Any new damage incurred during the rental period will be invoiced according to the damage cost schedule attached to the rental agreement, including minor damage such as scratches.
7.10. If the damage deposit was only partially blocked on the credit card, for an amount lower than the limits indicated in art. 4.2.1, and the vehicle is returned with new damage requiring reasonable repair, AllCarsRental Romania will block the difference of the deposit on the Client’s credit card at the vehicle return, if returned directly to an AllCarsRental Romania representative. This amount will remain blocked until a repair estimate is issued by an authorized service. If the estimate exceeds the blocked amount, no part of the sum will be refunded to the Client. If the estimate is lower than the blocked amount, the difference will be refunded. If the car is returned outside working hours or in any situation where it is not handed over directly to a representative, after the repair estimate is issued, an invoice will be generated for the difference between the estimate and the blocked amount, to be paid within 10 days. A 1% daily penalty will apply for late payments.

8.1. Terms regarding extension, termination, or early cancellation of the Contract can only be established with the consent of AllCarsRental Romania.
8.2. The Client must notify AllCarsRental Romania of their intention to extend the Contract at least 24 hours before its expiration. The agreed rate must be paid under the same conditions as the original contract, within a maximum of 24 hours from the start of the extension period. The contract may only be extended with the written agreement of both parties.
8.3. The Contract legally ends at the end of the rental period.
8.4. The Contract may terminate before the end of the term through mutual agreement or by cancellation.
8.5. If AllCarsRental Romania cancels the Contract, the Client will be notified by phone, fax, or email.
8.6. In both early termination and cancellation cases, the Client is required to return the vehicle within 12 hours of the cancellation notice.

9.1. The Client is considered legally in default for all contractual obligations not fulfilled on time.
9.2. Any dispute arising from or in connection with this Agreement shall first be resolved amicably, and only if this fails, the parties will refer the matter to the competent courts in Bucharest.
9.3. For any dispute, this Contract serves as evidence. AllCarsRental Romania
